Born on March 27, 1917, in Clarksburg, West Virginia, Vance graduated from Yale University and Harvard Law School. He went on to serve in the United States Navy during World War II, rising to the rank of lieutenant commander. Following his military service, Vance began his career as a lawyer, joining the prominent law firm Simpson Thacher & Bartlett. He quickly became a well-respected and influential figure in the legal world, known for his keen intellect and strategic thinking. In 1961, Vance entered the political arena, serving under President John F. Kennedy as the Deputy Secretary of Defense. He then served as the Secretary of the Army under President Lyndon B. Johnson, before being appointed as the United States Deputy Attorney General. He played for the Yale Bulldogs during his time at university and even competed in the 1939 and 1941 NCAA Men's Ice Hockey Championships.
